The council will hold primary responsibility for achieving visibility and success for the heritage area. Planning,
initiating, implementing, monitoring, and completing heritage area projects, however, will require active participation by its partners. A primary responsibility of the council will be to foster
effective and enriching collaborations with partners.
To ensure the long-term success of the heritage area, however, the council and its partners will have to establish a
plan or framework to guide decisions on projects and partner participation. This may be achieved best through the formation of subcommittees consisting of collections of partners, where subcommittees can
assist in implementation of the plan, including helping the council react to unforeseen opportunities as they arise. A certain amount of ãdo and planä is always necessary, as well as ãplan and do.ä
Goal-based Structure
-- Roles for the partners can be organized around the enumerated goals of the heritage area. Subcommittees can be developed to handle public education, interpretive planning, linkage development, and other such goals.
Theme-based Structure
-- Subcommittees can be formed to address themes for interpretation and programming. This would require a multi-disciplinary approach to cover all aspects of interpretive planning. Like goal-oriented subcommittees, interpretive themes cross county lines, so theme-based subcommittees will need to be able to coordinate projects creatively. The job of interpretation is so large, and so key, that it may make sense to organize a number of goal-based subcommittees and then to further subdivide the interpretation subcommittee by theme in order to spread the leadership and labor around.
General Structure
-- Along with implementing goals and interpreting themes, other subcommittees will need to oversee the general functions of the management entity. These functions include public relations and fund raising, along with general administrative functions such as nominating officers and board members and attending to budget and staff administration.
In addition to support from the four county governments, efforts thus far have received support from:
- Washington College;
- Chesapeake College;
- Numerous other public and private organizations in the region;
- Maryland Historical Trust;
- Maryland House Speaker Casper R. Taylor, Jr.;
- National Park Service; and
- United States Senator Paul S. Sarbanes.
